Can I use twine to start, say,  my batch windows file?

Short answer: no. At least to my knowledge. Giving any level of system control to an app running in a browser is a massive security issue. It is potentially possible provided the web app is launched locally, but that's still a bit of a gamble, from my understanding. Trying to do so will likely only lead to an "access denied" error message and a confused/suspicious user.
